09 Sep 17 UTC | I honestly think the main benefit of it is that it forces the northern fleet to cover Norway instead of being an /absolute/ pest in the Baltic. Also, that even though the fight looks like it should be over Mun/Ber for the most part, the bottleneck there is also what ends up constraining the ability to actually build - where Austria generally benefits more from free builds, and France benefits from constrained builds. |
