For France, there is a tactic of capturing Venice in the first year. It was a mistake to go and capture Portugal with an army. Usually, France takes over Portugal near the end of the game. The passage to Venice becomes very weak if Austria goes to Venice with a fleet in the first year. So I am surprised that many players for France prefer to go to Venice at the beginning of the game. |

The army that goes to Venice usually turns to the Tyrol in order to further create difficulties for the main supply centers of Austria. And a second fleet is rarely hired if the army is in Venice after the first move. Usually hire 2 armies to push overland. |
