01 May 22 UTC Spring, 1960: Don't think so, no. May the best player win!
01 May 22 UTC Autumn, 1960: A tip for you: Going to Saigon is a bad move. Always go to Bangladesh with that army. Because you cannot reach any center in year 2 from Saigon.

02 May 22 UTC Some more tipps:
Building in Havanna in year 1 is useless. You won't get anything from it, you won't defend anything with it. It's way more important to build in Albania or Vladivostok.

Building in Shanghai is okay, but when you already have your army in Saigon (which you shouldn't have), it's better to go to Yellow sea to either bounce Japan and be save or get there and put pressure on NATO to defend.

There were some minor mistakes like East Pacific to West Pacific, Bering sea would have been better (a chance at Japan and Alaska!) or Gulf of Alaska. Not going for LA is standard, that was a good decision.

Overall, I think Saigon and the build in Havanna are enough to give you a disatvantage that almost couldn't have been fixed against a good opponent.
