Ironically, I think I might have won this if it would not have been for my botch North Sea bounce a few turns ago. That should have gotten me both Norway and Berlin in time.

You are right, a good strategy for the fleet at Brest in 1S could be Bre-Eng-Lon-Nor-Den.
