so you could imagine this a bit like the hunger games. All players fight, and a gamemaker (me) spices things up. But here it's not about explosives of flames etc, but natural disasters, accidental military clashes etc.
I will not participate as a player, but announce some developements each turn. I.e. "the Ruhr area has been hit by a surge of crime and violence, to the effect that the garrisoned German army there has to remain there and tackle the evil forces."
Players are encouraged to add to the mix, for example France could announce that it sends help by support holding Ruhr, or just say it offers to deploy some of its best agents to help the German Forces win the fight against crime.
Things like that I will take into account (or not) and could result in a wave of gratitude from the German population feels towards France, making it politically impossible for the German government to attack France for half a year.
Apart from that, the game will be played according to standard rules.
